President Hakainde Hichilema has once again demonstrated his measured, forward-thinking leadership by granting former Defence Minister Geoffrey Bwalya Mwamba (GBM) a presidential pardon on medical grounds. GBM is among 13 inmates released under the constitutional prerogative of mercy a power the President wields with precision, not impulsiveness.
