Zigclap Endorses Hichilema’s Feeder Roads Directive, Urges Inclusion of Resettlement Schemes

Lusaka, Zambia – The Zambian Institute of Governance and Civil Liberties Advocacy Platform (ZIGCLAP) has strongly endorsed President Hakainde Hichilema’s recent directive to grade feeder roads nationwide, describing it as a transformative step for rural development.

In a statement issued on April 1, 2025, ZIGCLAP Executive Director Francis Chipili commended the government’s allocation of funds for fuel and oil to support road equipment in every constituency. “This demonstrates President Hichilema’s commitment to improving rural livelihoods and unlocking economic potential through better infrastructure,” Chipili stated.

The governance watchdog highlighted the critical role of feeder roads in connecting agricultural areas to markets, enhancing trade, and reducing post-harvest losses. However, ZIGCLAP urged the government to expand the initiative to include all resettlement schemes under the Office of the Vice President, where poor road networks continue to hinder agricultural productivity.

To ensure transparency in implementation, ZIGCLAP proposed an innovative monitoring mechanism local citizen-led “CDF implementation monitoring secret shoppers.” This approach, the organization argued, would strengthen accountability in the use of Constituency Development Fund (CDF) resources for road projects.

“Properly executed, this directive can be a game-changer for rural economies,” Chipili emphasized. “We applaud the president’s vision and urge all stakeholders to support this vital infrastructure push.”

The endorsement comes as Zambia seeks to boost agricultural output and improve rural connectivity under the Eighth National Development Plan. Analysts suggest that effective feeder road rehabilitation could significantly reduce transportation costs for farmers and small businesses.

ZIGCLAP reaffirmed its commitment to working with the government and local communities to monitor progress and ensure the initiative delivers tangible benefits across the country.
